South African Prison Offender Rehabilitation (SAPOR) is part of the Social branch of Independence Commission Africa NPO Reg. 127-964.
SAPOR, as a non-governmental community-based organisation with international affiliations, will work as an external partner to the Department of Correctional Services to assist the correctional system achieve its objectives to balance between aligning the Department with international trends in correctional services, and ensuring that the reality of the South African correctional system and South African society is taken into account.

SAPOR assists in the rehabilitation of prisoners in South Africa according to the guidelines prescribed by the United Nations and as accepted by the South Africa government. SAPOR pays particular attention to incorporating foreign policies as laid out by the UN standards and norms into their operations, namely:
The United Nations Standard Minimum Rules for the Treatment of Offenders;
The United Nations Standard Minimum Rules for Non-Custodial Measures (The Tokyo Rules);
Basic Principles for the Treatment of Offenders;
The United Nations Guidelines for the Prevention of Juvenile Delinquency (The Riyadh Guidelines);
The United Nations Rules for the Protection of Juveniles Deprived of Their Liberty;
The Model Treaty on Extradition;
The Model Treaty on Mutual Assistance;
The Model Treaty on the Transfer of Supervision of Offenders Conditionally Sentenced or Conditionally Released;
International and Interregional Co-Operation in Correctional Centre Management and Community-Based Sanctions; and
The Vienna Convention on Consular Relations (Section 36B) Comment/ Proposal.

SAPOR operations are performed by volunteers who use their own time, expertise and funds.
